Adolfo Zaldívar gave the Asia-Pacific Portal all the details on his latest trip to Peru, where he met with President of the Senate Javier Velásquez Quesquén and President Alan García. The senator also announced the upcoming visit of his Peruvian counterpart and mentioned the importance of joining forces with the neighboring country to address the challenges of the Asia-Pacific markets.
Reasons for trip to Peru
Senator Zaldívar was emphatic about wanting to point out that the visit was made in response to an invitation from the President of Congress. The congressional delegation included Juan Pablo Letelier (PS), Guido Girardi (PPD), Carlos Cantero (Independent), Jaime Orpis (UDI) and Carlos Kushel (RN).
According to Senator Zaldívar, "It was a broad congressional delegation and there were meetings at the highest level. From President Alan García to the Minister of Foreign Affairs and the meeting we had in Congress. I believe that this relationship of congressional diplomacy, which incidentally, includes the full spectrum of political party ideologies, will be the prelude to the establishment of a standing Chile-Peru committee.”
Regarding the importance of symbolic measures
Senator Zaldívar spared no adjectives in describing the positive nature of the bilateral meeting. An example of this, he says, is reflected in all the symbolic measures. One such was the inauguration of a Bernardo O'Higgins bust of in the Palacio Pizarro. "(Before) you (only) saw Sucre, Bolivar and San Martín: And not (O’Higgins), who was the author Peruvian independence."
He also mentioned the Peruvian ambassador in Chile gift. Ambassador Hugo Otero installed a O'Higgins bust at Peru’s embassy in Chile three months ago. “This marks the desire to have a very open relationship on the part of Peruvian authorities. As such, one might say we are beholden to respond in kind."
Velasquez Quesquen visit confirmed
In hopes of further strengthening diplomatic ties and reciprocating the invitation of the Congress of Peru’s president, Javier Velásquez Quesquén, Zaldívar announced the arrival of a congressional delegation September 30. "We are working on the scheduling. But they will be given the floor of the Senate, just the way we did in Peru.” The Peruvian delegation will be arriving with a large delegation policy and will be received with honors by the highest authorities in the Senate.
Chilean delegation’s feedback
The Peru visit was very important to Senator Jaime Orpis (UDI) because the Chile-Peru relationship has Knowledge Economy potential, agriculture and mining techniques, and those issues that, in his words, "beckon us to join forces to stop being mere producers of raw materials for large nations and follow the path of other countries that have had difficulties throughout history and today are major players".
With respect to this very issue, Senator Juan Pablo Letelier (PS) said, "The meeting we had with President Alan García and the president of the Congress of Peru, Javier Velásquez Quesquén, was tremendously successful. It served to strengthen bilateral relations, and (at the same time) defuse historical tensions. (We) are witnessing the emergence of a new reality. It shows us on the one hand that Asia Pacific is the future of the world. It also calls us, together with our neighbors, to create strategic competitivity areas of mutual interest. "
A few days ago, both Congresses agreed to the development of a Chilean-Peruvian Protocol, which focuses on strengthening the bilateral relations to confront social and economic challenges via a special focus on the Asia-Pacific. According to authorities in both nations, the legislation is slated to be renamed the "Lima Protocol", and will establish a framework at the political level. It seeks a greater integration between Chile and Peru. The accord will likely be signed in Peru during November 2008.
